1. MINUTES OF PREVIOUS MEETING
The meeting was called to order at 5:05 PM. Mr. Dearden made a motion to approve the
minutes of the February 12, 2002 meeting and Mr. Drummond seconded the motion. The
motion passed by unanimous vote.
II. OLD BUSINESS
A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for February.
Mr. Loy stated there has been a 45% increase over the last two months as compared to
last year. February was up 63% from 2001 and March is looking towards ending at 730
passengers at the end of the month. The airline is not quite as buy as February, but doing
well. Advertisement has played a significant part in the enplanement numbers increasing
However, the budget for advertising is getting tight as it gets toward the end of the Fiscal
Year. There is a priority being placed with the radio. Advertisements have also been run
in the Business Builder three times a week. Aircraft operations in February looked better
than January. There was a decrease with local flying due to not as much flight training.
Mr. Loy stated that the two- month vacancy during the Cape Aviation transition hurt us
in this area.
B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for February
and January showing the breakdown of revenue. Mr. Seesing requested that an expense
summary be submitted to the board as well. Explanation was made of Miscellaneous
revenue which includes Pilot products and services consisting of Aeronautical Charts,
De-icing, etc.
C. Renaissance Aircraft Update — The building is under construction. The entire floor is
in and steel will go up next week. Mr. Dearden stated that Renaissance is moving on
with the second tier of Fund Raising and that there is an interest among Canadians for
various reasons.
D. Airport Security — Mr. Loy stated that he was notified today that the National Guard has
been extended until the end of May. There was a visit from Stephanie Picket, Security
with the TSA (Transportation Security Authority. They are still in the process of going
over the equipment for screening. Mr. Loy also indicated that he has been authorized to
turn the electricity on to the North gate.
E. Small Community Air Service Development Program — The deadline for the project is
April 15, 2002. Kiehl Hendrickson is on a retainer with the airport to do the application
process for us. Beth Anderson, a Kiehl Representative, suggests since the Airline is doing
well to use the money to get another airline in. The Airport has invested $32,000 with
the survey done through Kiehl. It is suggested that we get together local businesses and
encourage them to set aside a portion of travel money and put into interest-bearing
escrow accounts. Mr. Loy had a conversation with John Mehner of the Chamber of
Commerce and he indicated that he did not feel that asking businesses to do this would be
a problem. Mr. Loy asked if Board Members know of a company to add to the list or

have other ideas to show community investment to please work with him on this issue.
Chuck Howell with Corporate Airlines wants us to push the Department of
Transportation into having a fourth round hip from Cape to St. Louis.
F. Air Festival Update — The Air Festival is scheduled for June 29-30, 2002. There was
discussion held on tax credits and deductions by having Air Festival funds go through an
organization such as the VFW in order to obtain their 5013C status. Mr. Loy indicated that
it is easier to get funding while helping other groups. Mr. Loy also discussed the possibility
of having Doctor's for Dynamite, which would solicit about $500 each to sponsor the
pyrotechnics and have a "MASH" VIP tent. There is an unsigned contract from Sky
Soldiers. Mr. Loy indicated that the movie "We Were Soliders" with a vietnam tie-in could
help lure spectators. We are still waiting on word from Cingular and the Nary before a final
decision is made in regards to having the Air Festival,
III. NEW BUSINESS
A. Visit from City Manager Mike Miller - Mr. Miller, on behalf of the City
Council and Staff, thanked each member for participating on the board. He
stated that board members are an integral part of City Government. Once a year
he likes to observe meetings to see what is going on. He expressed gratitude for
the positive things that are going on at the airport. Mr. Seesing asked if there was
a potential place for the Airshow in the budget. Mr. Miller stated that although
loss to the show has come down in the last couple of years the event still needs to
become self -supported. Mr. Miller indicated that do to Flat sales tax there are
significant budget problems.
B. Boy Scout Camporee — The Boy Scouts will be having their Spring Camporee at
the Airport in order to obtain their Aviation Merit Badge on May 3 — 5, 2002.
Fourteen patrols have been invited. They will camp out on Friday and Saturday
`r. night with the activities taking place on Saturday. There are hopes also of getting
the Young Eagle Flights. The Aviation Explorer Post will host the event.
IV. NON -AGENDA ITEMS
A. Mac's Smokehouse — Mr. Loy stated that an amendment to Mac's
Smokehouse's current lease would extend his contract for another year. The
amendment has not been signed yet — but both attorneys for the City and the
restaurant are in discussion.
IV. ADJOURNMENT
Since there was no further business for discussion, Mr. Scesing made a motion to adjourn; Mr.
Dearden seconded the motion. The meeting was adjourned at 6:05 p.m.
