Fred Waltz Others Present Bruce Loy, Airport Manager and Kristi'I'hurman, Project Assistant I. MINUTES OF PREVIOUS MEETING Mr. Keene made a motion to approve the minutes of the January 8, 2002 meeting noting the attendance changes identified by Mr. Drummond. Attendance corrections: Mr. Harry Drummond was present at the January 8, 2002 meeting. Mr. Trickey seconded the motion. The motion passed by unanimous vote. 11. OLD BUSINESS A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for January. Mr. Loy stated that compared to January of last year, boardings are up by over 150 passengers. Air Activity is up approximately 40% for the month of January from 154 to 250. Currently, February is looking at a 50% loading factor with outbound loadings at 63%. If numbers continue to stay up, we could reach over 800 for the month of February. Chuck Howell with Corporate Airlines is very pleased with the numbers. Mr. Seesing asked about adding a fourth flight daily to St. Louis. Mr. Loy stated that costs are being looked into per the request from Missouri Representative's offices. B. Cape Aviation Report— A. Flight Simulator — Gary Rust has provided Cape Aviation a Flight Simulator, which is capable of providing ten hours of FAA flight log time. The simulator will be rented out at an hourly rate. B. Fuel — In December over 18,000 gallons of fuel was sold and in January over 21,000 was sold. We need to average around 30,000 gallons per month to make the budgeted amount. C. Furniture — New furniture has been put in the Pilot's Lounge. The reception desk, meeting room and conference table have been ordered. D. Government Fueling Contract — We are very close to completing the required steps in receiving our Government Fueling Contract. C. Renaissance Aircraft Update — The first plane to be completed by Renaissance is due out the end of February. D. Airport Security — Nothing has changed. The National Guard is due to be leaving March 28, 2002. 111. NEW BUSINESS A. Lease Agreement with Cape Air Charter -The agreement is still under negotiation. The first six months off the agreement will be structured to provide rental relief for Mr. Beard on office space and hangar space. B. Lease Agreement with Brian Ozark- The agreement is still under negotiation. Discussion was held on ideas for Mr. Ozark's contract. The main concern is to have someone there to provide service for aircraft. Mr. Seesing suggested adding a percentage of parts sales. February 12, 2002 Page 1 C. Eastern Aviation (BP Oil) -The agree-ment is still under negotiation. Steve Johnson with Eastern Aviation flew in the other day. It was discussed that all exclusive language be taken out of the contract. Mr. Loy stated that he has not seen the contracts yet. Mr. Loy stated that he asked Mr. Johnson to see about getting us a larger Avgas fuel Truck. D. Leadership Cape — The next Leadership Cape session will be held on February 21, 2002. There will be 26 members taking tours of City services and products, including the Airport. E. Air Festival — Mr. Tricky, Mr. Seesing, Steve Nessler and Bruce met with the VFW regarding using them as a co-sponsor of the Air Festival to utilize their 5013C Status. There are hopes of making pleas to other VFW posts for donations. IV. NON -AGENDA ITEMS A. Kiehl Hendrickson — Mr. Loy discussed the contract with Kiehl Hendrickson and their suggestions for obtaining money for the airport through the Small Community Air Services Program. Beth Anderson, a representative from Kiehl, indicated to Mr. Loy that in order to stand out among the other small airports in Missouri that it is important that communities show a desire for the airline service. By encompassing companies and corporations in the area to agree to put a portion of air travel money aside it will show the Federal Government that the companies are utilizing air service. 'Phis is a very competitive program and Kiehl Hendrickson will be handling the application process on our behalf. Mr. Loy indicated that he will be having a meeting in regards to approaching businesses with Ms. Anderson, Mr. John Mehner of the Chamber of Commerce, and Mr. Mike Miller, City Manager. If successful in the application process — the airport �► could receive up to $500,000 which can be used for about anything directed toward improving commercial air carrier service. IV. ADJOURNMENT Since there was no further business for discussion, Mr. Eggley made a motion to adjourn; Mr. Trickey seconded the motion.
