AN ORDINANCE DECLARING AN EMERGENCY AND
APPROPRIATING MONIES FOR OPERATING
EXPENDITURES, CAPITAL EXPENDITURES AND
REPLACEMENT OF LOST REVENUES RELATED TO THE
COVID-19 PANDEMIC, FROM THE EMERGENCY
RESERVE FUND FOR FISCAL YEARS ENDING JUNE
30 , 2020 , AND JUNE 30, 2021, IN THE CITY OF
CAPE GIRARDEAU, MISSOURI
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS :
ARTICLE 1 . Pursuant to Section 6 . 12 of the City Charter, the
Mayor and the City Council hereby unanimously declare that an
emergency situation exists in the City as a result of the COVID-19
pandemic beginning in 2020 , due to the fact that it is a condition
beyond the control of the City Council, which has had the effect of
causing a significant increase in costs or loss of revenue to the
City.
ARTICLE 2 . Pursuant to Sections 6 . 08 (d) and 6 . 12 of the City
Charter, the Mayor and the City Council hereby unanimously
appropriate monies for operating expenditures, capital
expenditures, and lost revenues related to 2020 COVID-19 pandemic
from the Emergency Reserve Fund for actual amounts up to Four
Million Five Hundred Thousand Dollars ($4 , 500, 000 . 00) for the
fiscal years ending June 30 , 2020, and June 30 , 2021 .
ARTICLE 3 . Pursuant to Section 3 . 15 (c) of the Charter of the
City of Cape Girardeau, Missouri, this measure is adopted as an
emergency measure as it constitutes a Bill concerning an
appropriation for the payment of current expenses of City
Government, including emergency appropriations as provided in
Section 6 . 08 of the City Charter. Accordingly, this ordinance will
take effect immediately upon its passage and approval .
