AN ORDINANCE ADOPTING A NEW SECTION 2-144 OF
THE CODE OF ORDINANCES FOR THE CITY OF
GIRARDEAU ENTITLED "GIRARDEAU GOES GREEN
ADVISORY BOARD"
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GIRARDEAU,
MISSOURI, AS FOLLOWS :
ARTICLE 1 . There is hereby adopted a new Section 2-144 of
the Code of Ordinances of the City of Cape Girardeau, Missouri,
entitled "Girardeau Goes Green" to read as follows :
ARTICLE VIII . GIRARDEAU GOES GREEN ADVISORY BOARD
Sec. 2-144 . Girardeau Goes Green Advisory Board.
(a) Name/establishment. There is hereby established
an advisory board which shall be named "The
Girardeau Goes Green Advisory Board" .
(b) Composition. The Girardeau Goes Green Advisory
Board shall consist of seven (7) citizen members,
appointed by the City Council, one (1) City
Council member serving as an Ex-Officio member,
and such other Ex-Officio Members as may be
appointed pursuant to subsection (d) herein. Ex-
Officio members will be non-voting members of
this advisory committee. The Council shall make
every effort to appoint persons with a
demonstrated interest in promoting environmental
sustainability in City operations . To the extent
available, the Girardeau Goes Green Advisory
Board shall include professional members
representing such disciplines as environmental
science, engineering, resource management,
transportation, public works, recreation,
facilities management, construction, or any other
field related to environmental science.
(c) Term of office. Except as otherwise provided in
Section 2-98, the term of office of the appointed
members of the Girardeau Goes Green Advisory

Board shall be for three (3) years, beginning on
the first day of January. All members ' terms
shall be staggered so that three (3) members '
terms shall expire the first year, two (2)
members' terms shall expire the second year, and
the terms of the remaining two (2) members and
any Ex-Officio members shall expire the third
year. A member may be appointed to a shorter
term, however, if necessary to accomplish the
requirements of this paragraph.
(d) Residency Requirements. Every voting member of
the Advisory Board shall be a resident of the
City of Cape Girardeau. However, if the City
Council makes a finding that special expertise is
required, up to two (2) additional Ex-Officio
members who are residents of the Cape Girardeau
County may also be appointed.
(e) Membership and subcommittee. Members of the
Girardeau Goes Green Advisory Board shall
represent a variety of sectors of the community
such as business, education, and health care.
The Advisory Board may create such other
subcommittees, both of members and nonmembers, as
they deem necessary. Those subcommittees shall
be referred to as "Focus Groups" . At least one
voting member of the Advisory Board shall be a
member of each Focus Group.
(f) Meetings. The Girardeau Goes Green Advisory
Board may have regular monthly meetings on the
second Tuesday of each month and such special
meetings as are called by a majority of the
membership. The first meeting of the Girardeau
Goes Green Advisory Board shall be called by the
Staff Liaison.
(g) Purpose. The purpose of the Girardeau Goes Green
Advisory Board is to develop cost effective
recommendations for how the Cape Girardeau City
Government can:
1 . Reduce energy consumption;
2 . Improve energy use efficiency;
3 . Reduce the City' s environmental impact;

4 . Participate in environmental projects, including,
but not limited to, the following:
i . Scrap metal recycling;
ii . Recapping large truck tires rather
than purchasing new;
iii . Using used petroleum products from
City vehicles to fuel the waste
oil heater in the Recycling
Processing Center building;
iv. Injecting bio-solids on
agricultural land for beneficial
use to prevent these bio-solids
from being put into a landfill or
being incinerated;
V. Shutting down diesel fueled
tractor-trailer trucks during
breaks;
vi . Replacing all 480-volt motors with
energy efficient ones;
vii . Switching all of the Traffic
Signal lights maintained by the
City to energy efficient LED
lighting;
viii . Asphalt Recycling - using recycled
asphalt in order to divert large
amounts of asphalt from being sent
to a landfill;
ix. Community Adopt-a-Street Program;
X. Providing "free" trash bags and
disposal for organized litter
collections by groups or
individual citizens;
xi . Assisting the Solid Waste Division
with collecting litter on a
section of Southern Expressway on
a regular basis;

xii . Bi-Annual Household Hazardous
Waste Collection Day;
xiii . Assisting with Community Clean-up
Projects;
xiv. Picking up and disposing of refuse
from City Prisoner litter
collection days;
xiv. One Free Wednesday Special
Residential Pickup per calendar
year, as an alternative to the
previous "Annual Spring Clean-Up";
XV. Curbside Recycling Program;
xvi . City Recycling Drive-Through Drop
Off Facility;
xvii . City Recycling Processing Center;
xviii . City Compost Bag Program;
xix. City Fall Leaf Collection Program
and Composting Program;
XX. Storm Debris Collection of limbs
and brush, with resulting mulch
available to City residents free
of charge;
xxi . Free Christmas Tree Drop-Off for
City residents, with the old
Christmas trees available for use
in ponds and lakes;
xxii . Street Sweeper Debris Recovery,
with clean fill being used by the
City;
xxiii . Ongoing Educational Efforts
involving presentations, tours,
remote set ups to distribute
information, media coverage, radio
talk shows, public service

announcements, information broad-
cast on Cable TV Channel 5,
mailings, and other forms of
communication;
xxiv. Participating in the Keep
Southeast Missouri Beautiful
Organization and assisting in
litter prevention education;
xxv. City Building Office Recycling
Program;
xxvi . Commercial Cardboard Recycling
Program at the Transfer Station;
xxvii . Daily litter patrol of the
Transfer Station Grounds; and
xxviii . Appliance Recycling, with
compressors removed and Freon
recovered by Transfer Station
Employees .
5 . Enhance its sustainability; sustainability
defined as activities that meet the needs of
the present without compromising the ability
of future generations to meet their own
needs; and
6. Serve as a positive role model and leader by
providing educational information to the
community and the surrounding region to
reduce our environmental impact .
(h) Activities. Activities of the Girardeau Goes
Green Advisory Board shall include the following:
1 . Goal setting;
2 . Divide broad ideas into areas for each of
which Focus Groups would be established.
Each Focus Group shall develop their
individual objectives, including but not
limited to the following:

a. Inventory for baseline data.
b. Identify best practices .
C. Develop group action plan.
d. Report to Advisory Board.
3 . Conduct cost/benefit analysis for each
recommendation.
4 . Develop mechanism for implementing group
action plan.
(i) Annual report. The Girardeau Goes Green Advisory
Board may be required to submit a report of its
activities to the City Council annually, or at
such time as may be requested by the City
Council.
ARTICLE 6. If any section, subsection, sentence, clause,
phrase or portion of this ordinance is for any reason held
invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct
and independent provision and such holding shall not affect the
validity of the remaining portions hereof.
ARTICLE 7 . It is the intention of the governing body and
it is hereby ordained that the provisions of this ordinance
shall become and be made a part of the Code of Ordinances of the
City of Cape Girardeau, Missouri, and the sections of this Code
may be renumbered to accomplish such intention.
ARTICLE 8 . This ordinance shall be in full force and
effect ten days after its passage and approval .
