A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN INTERGOVERNMENTAL SERVICES
AGREEMENT WITH THE SOUTHEAST MISSOURI
REGIONAL PLANNING AND ECONOMIC DEVELOPMENT
COMMISSION FOR PLANNING SERVICES IN SUPPORT
OF THE SOUTHEAST METROPOLITAN PLANNING
ORGANIZATION
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute an
Intergovernmental Services Agreement with the Southeast Missouri
Regional Planning and Economic Development Commission for
planning services in support of the Southeast Metropolitan
Planning Organization. This agreement shall be in substantially
the form attached hereto as Exhibit A, which document is hereby
approved by the City Council, with such changes therein as shall
be approved by the officers of the City execut. g the same.

INTERGOVERNMENTAL SERVICES AGREEMENT
BY AND BETWEEN
THE CITY OF CAPE GIRARDEAU, MISSOURI
AND
THE SOUTHEAST MISSOURI REGIONAL PLANNING
AND ECONOMIC DEVELOPMENT COMMISSION
This Intergovernmental Services Agreement, hereinafter referred to as the "Agreement", is entered into
by and between the City of Cape Girardeau, Missouri, hereinafter referred to as the "City," and the
Southeast Missouri Regional Planning and Economic Development Commission, hereinafter referred
to as the "Commission."
Pursuant to authorization specified in Chapters 70 and 251 RSMo, the City and the Commission hereby
enter into this Agreement in order for the Coinmission to provide planning services to the City as
specified in the Southeast Metropolitan Planning Organization's Fiscal Year 2014 Unified Planning
Work Program, a copy of which is attached and incorpotated herein by reference.
The purpose of this Agreement is for the City to utilize the services of the Commission, which was
statutorily created in Chapter 251 RSMo to provide planning services to member comrnunit.Les.
WHEREAS, the City is a member in good standing of the Commission; and
WHEREAS, the City is the administrative agent for the Southeast Metropolitan Planning Organization;
and
WHEREAS, the City is authorized by the Board of Directors of the Southeast Metropolitan Planning
Organization to execute this Agreement; and
WHEREAS, the Commission has the personnel, resources, and expertise to provide planning services
as specified in the Southeast Metropolitan Planning Organization's Fiscal Year 2014 Unified Planning
Work Program;
