Do not use this section to explain the activity:: When identifying the needs of walking and biking infrastructure around local area schools,: it becomes very apparent that there is a need at Central Middle and Central Junior High school and at the Jefferson Elementary area The attached map shows these three: schools.:: As one can see, the Central Middle School and Central Junior High are located on the same: campus. The sidewalk infrastructure very near the school is adequate. There is alarge residential area north of Broadway Street. There is a small gap in sidewalk along Dunklin Street that prohibits the connectivity of existing sidewalks. There are substantial existing sidewalk infrastructure near Jefferson Elementary to the: east; and northeast. It is very apparent that the residential area to the west of the school is inadequate. These three schools have alot of potential for children to walk or bike to the school. The Cape Girardeau School district is. very active in participating in the,lntemational Walk to School Day. The excitement generated bythis event led to establishing a Walking School Busprogram in 2008. A Safe. Routes to School grant, administered_ through the Missouri Department of Transportation was received to launch the Walking School Bus program. Attendance on Walking School Bus days exceeded 50 children. on some days in fall 2010. However, children in some areas near the school live on busy streets without sidewalks', Howwohderkd would itbe,to have more infrastructure in place in these neighborhoods .tohelp further promote healthy environment for children! The particular routes that are proposed currently do not have sidewalks. or safe crosswalks. It is imperative to provide ADA sidewalks for the safety of children and be consistent with the overarching goal of providing Safe. Routes to School. In turn, this also provides for less air emissions and, healthy exercise for children using the infrastructure,. Page 3of11 PROJECT DESCRIPTION' This section will be awarded max. of 40 points. (online submittal is at the end of the application as an: attachment) You may include aerial photos and/or drawings: no larger than 8'h "X11'"with the signed application to portray your project (online submittal is at the end of the application as an attachment): The City of Cape Girardeau is proposing to construct a 5 foot wide sidewalk, approximately 1,650 feet in length, along. Dunklin St from Clark Ave to Penny Ave. The sidewalk can be constructed within existing right-of-way. The sidewalk connects an existing, sidewalk to anew sidewalk that into be constructed with previously awarded Safe Routes to School money. Children will then be able to walk or bike from this neighborhood to Central. Middle School and Central Junior High School, The City of Cape Girardeau is. also proposing to construct approximately 3,100 feet of 5 foot wide sidewalk along Brink Ave. The sidewalk will extend from the west end of Brink Ave to Minnesota Ave. There isa small gap along Minnesota Ave from Brink Ave to College: St. This project would complete the sidewalk section is this small area. This sidewalk project is in a neighborhood where there are very few sidewalks. This is a large residential area very close to Jefferson School. This sidewalk could provide a backbone for the neighborhood children to be able to walk or bike to school. Page :4:of 11. If the evaluations are not completed and submitted to MoDOT,'the applicant and school partners will be ineligible for any future SRTS grants. MoDOT will submit the Surveys and Tally sheets to the National Center for Safe Routs to School and will be used to provide a report to the U.S. Congress and will play a part in determining if the SRTS programwill continue with future transportation bills. If any additional evaluations are performed, please submit them to MoDOT. It is a. program that identifies the needs, strengthens the infrastructure,: educates our children, informs our citizens to the: need and benefits for a system of safe routes throughout the community to provide for the health and wellness of all. It's a program that not only establishes improvements and education but understands that to be successful there must be; continued monitoring, improvement; and. maintenance. The City of Cape'Girardeau's Engineering Division conducted several engineering studies to establish the scope of this project. Research and monitoring was used to determine the inefficiencies In the City's sidewalk,system and recommend improvements: All new transportation projects considered within the City of Cape Girardeau now include discussion and consideration of the sidewalks,existing and needed, and the possibility of bike lanes and/or share the road signage;. Through the cooperation of our schools and Cape Girardeau Safe Communities, we are: incorporating classroom "Walk to School" presentations through existing funds. Many of the schools implement their own safetyihealthprograms. These programs discuss the benefits of exercising and the importance of safety when walking or biking to school. Southeast Missouri Hospital provides a "Kitt Escape" program to many of the schools addressing safety and health issues. In addition, the Cape Girardeau community has been fortunate to have Dr, :Mark Langenfekl to volunteer to implement the Walking School Bus Program at no additional expense. Our local law enforcement efforts include enforcing the speed limits in school zones and providing citation and crash data.. Lt; JR Davis,: of the Cape Girardeau Police Department, servesaschairman of the MoDOT Southeast District Blueprint Coalition for Roadway Safety. in addition,: through Lf. JR Davis's Coalition involvement, our community stays informed and involved in all: Traffic Safety issues. Local law enforcement also sponsors bicycle safety courses. Support and encouragement will be gained through promotion of the project through local media,: Parent ! Teacher Associations, Cape Girardeau Safe Communities, Safe Kids Coalition, MoDOT Blueprint Coalition for Safer Roadways, and health and safety community advocates. Area biking organizations are inpartnership with the City and the schools to address biking safety issues. _ Our evaluation of the project willconsist of: completion of project in a timely manner, completion of parent survey, speed. enforcement by local police department, crash data in designated areas and speed data in designated areas. The City: of Cape. Girardeau Public Works Department maintains all thecity's pedestrian and biking infrastructure including sidewalks, roadways,. stripping, signage, and signalization.
