The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to execute grant program applications to the 2012 Transportation Enhancement Grant Program for the City of Cape Girardeau, Missouri, and is hereby authorized to execute all necessary grant program documents. The proposed project will function as a new access point for the Cape LaCroix Trail with a six foot wide sidewalk along Independence Street to a.high density residential neighborhood. The proposed 2,300 feet long sidewalk begins at the intersection of Independence Street and Leming Lane and will continue west to independence and East Rodney. There is a short gap along East Rodney Just north of Independence that will be completed also. This ADA compliant sidewalk will allow safe pedestrian travel where currently they are forced to travel on the shoulder of a major corridor roadway which in 2012 had an AADT of 11,331. Currently, many families walk on Independence Street and this is a potentially dangerous situation. Ideally, these families should be able to walk on a sidewalk along Independence Street and then have an access point to the Cape LaCroix Trail. Up to 1,000 citizens and visitors enjoy the Cape La Croix trail on a monthly basis. Citizens and visitors benefit by using the trail for walking, running, cycling, rollerblading, skating, or skate boarding. The Trail provides almost six miles of travel corridor through the City from Shawnee Park to North Cape Girardeau County Park. Construction of the trail commenced in 1993. The proposed project is to ;be constructed on City Right -of -Way. There are no known environmental concerns associated with the project. A, city grading permit, a city right -of -permit, and a MoDNR land disturbance permit may be necessary for construction of this project: The City does not anticipate any problems obtaining these permits. The City would be responsible for incurring the costs and completing the project. The project is a public project and no fee will be assessed to utilize the facility. The project is; not associated with any other previous enhancement project. The project will be maintained for life by the City of Cape Giradeau's Parks and Recreation Department and the Public' Works Department, The City of Cape Girardeau has been fortunate in the past to have received transportation enhancement projects. One project was the Fountain Street project. The enhancements funds were spent on decorative fighting and other streetscaping amenities. The City conducted the construction inspection and grant administration. Consultants that complete the project application for free are not eligible for the design or inspection of the project, A consultant cannot be used to produce this application, unless paid for up front by the LPA; This money cannot be reimbursed and the LPA has to pay Fair Market Value to the consultant.
